Blueprint for Reform

As I write, representatives from foundations and regional associations are meeting with their Members of Congress to discuss how philanthropy and government can work together to find solutions to America’s most pressing issues. Foundations on the Hill is a great opportunity to build relationships and inform the public sector’s understanding of the problems philanthropy addresses day in and day out. One area where progress seems hopeful is education.

Over the weekend, the Obama Administration released its plan for the reauthorization of the Elementary and Secondary Education Act (ESEA), also known as the No Child Left Behind Act. The plan—a Blueprint for Reform (PDF)—was discussed by President Obama in his weekly address to the nation. He said, “Unless we take action—unless we step up—there are countless children who will never realize their full talent and potential. I don’t accept that future for them. And I don’t accept that future for the United States of America.”

For the last year, the Department of Education has been involved in an extensive effort to develop a new vision for ESEA, visiting all 50 states and gathering input through town halls, school visits, roundtables with teachers and community members, forums at their headquarters, meetings with elected officials and association leaders, and countless one-on-one conversations.

Many foundations and their grantees and partners have been a part of these conversations. The Department of Ed. has attempted to weave together the best suggestions from stakeholders across the country with the key principles of President Obama and Secretary Duncan. The Blueprint builds off of practices and programs that have been demonstrated to work in local schools and districts and seeks to expand upon them. It aims to remedy current ESEA provisions seen as ineffective at the local level, while maintaining a strong focus on raising academic achievement for all students and closing achievement gaps that have persisted for far too long.

This law affects every public school and millions of children in our country, and it’s important that funders have all of the information to keep grantees and partners fully informed and engaged.

Register Now for February 16th Webinar on ARRA and Education Funding

Despite the many challenges facing our nation, we enter 2010 with a unique opportunity to advance the cause of education reform in this country. President Obama and Secretary of Education, Arne Duncan have committed to investing unprecedented federal resources to improving our nation’s schools.  The education funding community has an unique opportunity to form partnerships and leverage these resources to promote and support more effective education policies and practices, particularly in the next few months.

In response, a national webinar, hosted by Foundation Center in partnership with the Forum of Regional Association of Grantmakers is scheduled for February 16, 2010 from 3:00 – 4:30 ET.   Representatives from the U.S. Department of Education (ED), Judy Wurtzel, Deputy Secretary for Planning, Evaluation, and Policy Development and Charlie Rose, General Counsel will join funders for the first hour to discuss the ED’s strategies and priorities regarding the stimulus funding, reauthorization of the Elementary and Secondary Education Act (ESEA), and President Obama’s proposed 2011 budget, and answer questions.   The last half hour will be an opportunity to for the regional associations to share and discuss current efforts  underway to leverage federal resources and other opportunities. Forum Announces Grantmaker Education Grant Recipients!

We are pleased to announce the recipients of our grantmaker education grant program! The grants are part of the Forum’s national leadership project, funded by the William and Flora Hewlett Foundation, to strengthen the regional associations’ capacity to collectively and markedly improve the quality of grantmaker education. With Hewlett’s generous support we were able to fund six of the twelve submitted proposals to regional associations working in partnership with peer organizations to develop, pilot, and evaluate new or adapted education programs.

Fifteen regional associations are partners in the six funded projects, which focus on a variety of topics. Ohio Grantmakers Forum, Connecticut Council on Philanthropy, and Maine Philanthropy Center will work with Millennium Communications Group and the Philanthropy Awareness Initiative to develop and test a half-day workshop to communicate more effectively with grantees and other community influentials during the economic downturn. Philanthropy Northwest, Associated Grant Makers, the Council of Michigan Foundations, and the Donors Forum will collaborate to provide resources to complete the development and support of the Project Streamline workshop.

Two consortia received grants to develop educational programming related to corporate giving. One partnership includes Indiana Grantmakers Alliance, Southeastern Council of Foundations, Iowa Council of Foundations, and Donors Forum of Wisconsin and the other includes Council of New Jersey Grantmakers, Donors Forum of South Florida and San Diego Grantmakers.

The Donors Forum, Association of Baltimore Area Grantmakers, and Council of Michigan Foundations will work with Grantmakers for Effective Organizations to create programming to enhance the effectiveness of grantmakers’ support of their nonprofit grantees in these and ongoing challenging times. Finally, the Council of Michigan Foundations, Donors Forum, Indiana Grantmakers Alliance, and Ohio Grantmakers Forum will leverage the model learning, support, and dissemination system developed through the National Standards initiative to continue the delivery of community foundation curricula through regional associations.
